The Federal Aviation Administration, under FAR183 has the authority to designate private citizens, who have demonstrated ,by their experience and skill, to act on the FAA's behalf in select functions such as: AIRWORTHINESS and ENGINEERING. We in the industry have come to know these persons as FAA-DARs and FAA-DERs. There are several thousand FAA Designees who command a significant private sector resource which can be utiliized to react quickly and professionally to meet the needs of the growing commercial and "biz-av" population. While the FAA publishes a periodic listing of these DARs and DERs via Advisory Circular, often the list may not be right at hand when you need on-site FAA help and may not include any new designees due to the time it takes to publish and distribute these listings. My recommendation is to contact your local or regional FAA office via telephone or Email@ http://www.faa.gov to obtain a list of FAA Designees in your area. You may be assured that the FAA remains tangibly close to the activities of it's designees and a reporting structure exists between the designee and his/her assigned FAA coordinator. Each activity is well documented and is reported directly to the FAA on a frequent basis. While most FAA Designees like to boast the trust the FAA has placed in them, often their project activity levels are relatively light from a work volume standpoint. That is not to say that they are unable to be of greater value to the aviation public but that many times the public is unacquainted with the function of a FAA Designee and may be unaware of this valuable resource or how to access it. I am a designee in both FAA Engineering and Airworthiness and I urge you to call upon FAA Designees when ever the need arises for onsite specialized FAA services.
