While some jurisdictions MIGHT consider possession of such a device
as de facto proof that you have stolen services, it is not universal,
I can assure you. 

Bottom line... in MOST jusrisdictions, it is NOT illegal to own that
particular type of electronic circuit, and no amount of whining about
the limited reasons for possession are going to change that.
