Gee. Maybe I wanted to pay the cable company for the signal, but not have
to rent a box from them? There *are* legal reasons to own the box. That's
why the laws were written such that people could buy and sell the boxes.

As far as THEFT OF CATV SIGNAL, or UNAUTHORIZED USE OF CATV SIGNAL,
neither "charge" exists. CATV stands for Community Antenna TeleVision, not
cable as is provided today. It stems from the days when a community would
go buy a huge antenna and provide signal to each of the homes in the
community... After a time, some companies decided that it might be
profitable to maintain such a system, and started selling service.

You're the one who claimed to be an auditor, aren't you? I'd think you'd
have those particular codes at your fingertips. If you *are* a cable
auditor, and you *don't* have the statutes on your desk or at least in
your office, then you're not just incompetent. You're stupid, too.
