It's also an easy way to steal cable TV.  Yes, you can legally use it for
the purposes you describe.  However, it would be naive to think that most
people buy a descrambler with saving just on the rental fee in mind.  From
just here at my school, we had a bunch of people busted for illegally
receiving pay channels using descrambler devices.

There is a difference between a device that can be used legally and a device
that can also be used legally but has a greater possiblity of being used 
illegally...
