About Stephanie's Law: It is amazing how many people with little knowledge are experts, believe they know what they are doing, and are empowered to make big decisions. No person, who has not been a victim of the same kind of abuse on which they provide expertise, should be allowed to judge or influence the release of a sex offender. Every Judge, or psychologist, who is also not a victim, can only judge a situation by repeating knowledge learned from others who have no capability of recognizing the depth of mental bruises a victim carries. Consequently he is incompetent to judge a sexual crime or make a decision with certainty, or even carry the responsibility of the repeating consequences. The reason for all criminality lies, according to my observation and experience as a victim, --in childhood. Over 90% of all sex offenders have a history of child abuse, molestation or rape. No counseling can undo in a short time, if ever, the damage done by the trauma experienced from long ago. A single incident of molestation, rape or forced childhood sexuality leaves irreparable mental scars in a person's subconscious, erases forever the capability for normal behavior. In most cases of sexual misconduct the feeling of worthlessness and powerlessness, created while being victimized is the rootstock of the same act. This is not so much because the person likes to harm, but because he has never learned another way to satisfy his sexual desire. Any sexual violent act is created in a sick mind with the twin goals of satisfaction and control. Another factor is to consider. Because a victims the natural defense mechanism damaged and the feeling of powerlessness and helplessness, not being in control over their own bodies, the victimizers who was also a victim, find it's release by overpowering someone else for a change. The real problem about the sex offender you presented Jan 11, by 60 MINUTES was again very obvious to me, but was ignored or overlooked by the people who made the decision about his release. The sex offender interviewed by you stated that he has learned in counseling not only what is right or wrong, he also knows that he has caused lots of harm and far more, and how to get in touch with his feelings, which is good, but not enough. The most important point the sex offender has not yet reached. He has not recognized the roots of his unnatural behavior. He didn't indicate once that he understands now why he did what he did, or the source of his degenerative act. I, as a victim of mental and physical abuse, rape, molestation and even being sold into slavery, must warn all courts and judges not to release any sex offenders who have practiced brutal habits for many years unless they express the willingness to volunteer personally as the next victim. Sex offenders must be kept separate from society at all costs! The damage done by them has lifetime affects and devastating consequences for the victim far worse than a non-victim can visualize. All kinds of violence will continue, unless we learn how necessary it is to stop it where it begins, in childhood. Daily a new cycle of violence is established and new victims are created by people who were victimized themselves. Violence, abuse, molestation and rape take place in the most trusted area and are mostly committed by people we love, --AT HOME--. If governments around the world do not understand the necessity for new and extensive detailed laws of fundamental human rights, for investing in educating society by establishing preventive programs, our tax-dollars will build bigger and more prisons in the future and we will pay forever for the feeding the ones who harmed us. I wrote a book (not yet published) about child abuse titled "Sunday Child", formed an organization called "1st Aid For Victims" and I also have a dream. My thanks to you for your time reading an issue others like to sweep under the rug. My Dream: As an eight year old in Germany, I told my brother, "One day, I will drive to Bonn and convince Bundeskanzler Adenauer to make a new law so that fathers can not beat up on their children anymore." "Then, our father will stop beating us." As an adult my dreams became a demand, a necessity, when I learned how many children around the world are abused daily and how little is done about it. In my dream I assemble all the world's leaders and make them face the horrors and consequences of childhood abuse. I show them the irreparable mental scars and inner wounds caused by abuse a victim must live with. They see first hand how abuse destroys a child's spirithow as young adults they spend their energy fighting shadowsand how children carry these injuries with them as they grow up because they have been victimized over and over. I make them face the fact that most abusers themselves were mistreated as children. Instead of learning a lesson, they often force this pattern of violence on their own children. We agree on a moral law of human rights that insists that a child has a right to his dignity. We also establish a plan to keep child abuse from passing from generation to generation. The basis of these laws are: 1. We will conduct a media campaign using movies, television and radio to stress how mental and physical abuse, molestation and rape cripples a child's psyche (often for a lifetime). 2. We will force first-time abusers in to a year's counseling in special over night facilities. 3. We will establish an exclusive "711" abuse emergency hot line and a computer network that will register abusers. 4. We will urge existing organizations to unite and to offer victims specialized clinics to help them regain their self-esteem. The first step is done. By believing in what Paul J. Meyers says: "Whatever you vividly imagine, ardently desire, sincerely believe, enthusiastically act upon must inevitably come to pass," I have founded an organization called 1st AID FOR VICTIMS and I will continue with the help from people who believe in fundamental human rights. I appreciate your taking the time to read my personal conviction. If you believe that program like this should be established, please send me your comments to: authors@cwo.com Truly yours Sieglinde Alexander
