Dear Users,

This afternon between 10:30 and 11:30 MIS did an upgrade on their Philly
router.  Some bad equiptment required us to have to reboot one of the
Philly routers.  The was an unscheduled downtime during a scheduled
upgrade.  We apologize for any temporary inconveniece this may have cuased
you.
