Once you are in the 'syscon' window, go to 'user information'.  Once you
have all the users listed on the left hand side, hit the 'insert' key. 
This will prompt you to add a new user.  Enter the name of the new user
and then make sure you add priveleges to that user.  'Everyone' will be
the default but you can chose one of the existing users' names that will
have the same priveledges as the new user.  After that, go to 'change
password' and that will allow the new user to enter a password.  You
have now entered a new user in Netware 3.12.  If there are specific
directories to which this user must have access, ie. a networked
application, make sure you give the user rights to this directory as
