In my humble opinion:

1. C++ Builder 4 - http://www.borland.com/bcppbuilder
(Stable, reliable, really visual, fast, can really compile standalone
executables, etc).
2. Delphi 4 - http://www.borland.com/delphi
(Pascal, also stable, reliable, fast, stand alone executables).
3. Visual C++ - (Fast code, harder to learn, not visual)
4. Watcom C++ (Fastest C++)
5. Visual Basic (Easy, visual, requires to distribute lots of dll's with
your program to work (memory buster), interpreted (requires a 1 MB runtine),
buggy).
6. Power Builder
7. Power++

For internet programming the king is

JAVA 2 (http://www.javasoft.com)
