This error I get on various machines in my network. This occurs when you try
to access the display settings. I tried the Technet suggested fix
(extracting a fresh desk.cpl from the cab-file and copy it to
windows\system) but it doesn't help it either. Anyone have a suggestions how
I can get resolve this? Btw I have no idea when this problem arose!

Morris:  Try extracting and copying Deskcp16.dll also.
