You could try e-mailing Microsoft, they may be able to give you some
Canadian contacts.  

Why would you want to become a certified VB programmer. Just get on with
it then contact a local software house and see if they want any
freelance work doing.

BTW you will need to be able to work in VB3; VB4 and probably VB5.  VB3
is, in my opinion better than VB4 on Windows 3.x platform but VB4 is
needed for the win95 platform assuming you want 16 bit processing.
