A resource file is a not a complete decompilation of a DLL or EXE file. It is rather an extraction of resources (bitmaps, icons, strings, key accelerators, etc) from the application that contained it. For example, you would like to change a bitmap shown in the main window of a program, and this program exposed the said bitmap in its resource table, then, its not that complicated to change the program's appearance. You will just have to replace the bitmap dictated inside the resource table with your new bitmap. Resource tables are used to ease up recompilation and localisation. The author will just have to replace the bitmap, icons and strings generally used by the program without having to go thru the whole program just to replace it. I hope this helps.
