I'd recommend two excellent, powerful, full featured web authoring suites...
Macromedia Dreamweaver 2.0 and Softquad's HoTMetaL Pro 6.0.  Both will
create clean HTML which will display equally well on IE or Netscape.  Both
will allow you to write your own code directly in a text editor environment
or you can use either one as a WYSIWYG application.  Neither will add
"proprietary" markup to your code. Both have full featured trial versions
available for download from their respective sites.

Netscape Gold was nice in 1996 but it's approaching Y2K....
