I have a DELL Axim X51v (480x640) and also render PDF at QVGA (240x320) Definitely this is not a problem with the devices; instead this is a deficit that Adobe has no solved yet. It seems to me that Abode has not updated this software since 2004 and this is unacceptable. Read a PDF file in a QVGA resolution is useless, the PDF looks ugly and is very uncomfortable read something.
