There are a large number of reasons that files cannot be tagged ranging from document security settings to the existance of even a single reflow tag in a large document, that, and it seems that the activesync tagger has serious problems tagging large files. First question, where did the file come from? ...if you have access to the generator of the file, requesting that "acessibility tags" be added is the ideal situation... next is to use "full" acrobat to see if they can be added as an edit.
