Possible Problem with Protected Word Document?

A protected (or secured) Word document was converted into a PDF file through Acrobat Distiller and posted to our web site. When users open the file with Acrobat Reader then attempt to "save file", the web browser either freezes or the file downloads but will not open. A "file share" error or "there was a problem reading this document (107)" error occurs.  

Is the problem caused by converting a protected Word document or is something else going on?
