I have researched the Reader Integration Key License Agreement (RIKLA) policy and procedure and i think I understand everything except one part: the part where Adobe decides whether or not to issue you the license .......... Is this based on adherance to the ELU agreement and its policies or is this subject to the deeper marketing strategies of Adobe corporate ? This seems very nebulous to me . Can anyone here shed a little light on this for me ????

Adobe has the rights to make its decision based on whatever criteria it wishes - day of the week, phase of the moon, flip of a coin, etc. However, a general rule of thumb is that we don't wish to see functionality currently only in Acrobat added to Reader. So writing a plugin that would add OCR, for example, to Reader probably wouldn't fly - though, again, it's all up to the person(s) doing the review...
