Scale linked to Z position on 3D layer

I want to link my scale with the Z position so when Z is 0, scale is 100, when Z decreases, scale increases, when Z increases, scale decreases.

I want to be able to move the background as far back or forward without it appearing to change size.

A drink to anyone who can figure this out for me, cause I can't wrap my weak little mind around it . . .
