CMYK values for Fill parameter

We want the users to enter the CMYK values for the @fill parameter of tag. When we run imageinfo on a psd file created with CMYK we see the following as an example:
fill = 'CMYK(6417bb00)'

These values don't correspond to the percentage values that we expect to see for CMYK as in Photoshop/Illustrator applications.

Any help to figure out how to get these values from a desired color will be greatly appreciated.

Thanks,
Bipin Raj
