Is there any mechanism in AGS that allows for splitting an SVG to 2 PDF pages or 2 PDF files?

No. "The root svg element is converted to a single page of the new PDF document, sized according to the command๏ฟฝs pageSize attribute or the SVG width and height attributes. Embedded svg elements are not placed on a separate page, but sized according to their own width and height attributes and placed at the position of their x and y coordinates on the page of the containing element."
