Garrett,

To display an image within a forum message that image must first be uploaded
to a web server.

However, with the exception of the Photoshop Lounge Basement, it is much
preferred for users to place a LINK to the file in question, rather than
have the image automatically displayed in the Browser, where a user can
decide whether or not to view

There are two reasons for this:

1) For those on dial-up connections, some who pay by the minute for
connection, 'embedding' the image increases the download time considerably.
2) Those who access via a Newsreader will be unable to see the content, and
will be unable to view the image.

To link to a PDF, you would upload the PDF to your webspace (server) and
then type:

<a
href="http://www.yourwebservername.com/your_path_to_file/filename.pdf">Click
here for link to PDF</a>

(You could just type
http://www.yourwebservername.com/your_path_to_file/filename.pdf but long
URL's will break the forum message formatting)
