It does sound a little bit like the conditions are playing tricks with the LOR links, doesn't it. Nothing is mentioned in the 7.1p114 Readme file that sounds at all related to this problem. Have you tried deleting the LOR, saving the book + chapters, opening and turning OFF all conditions, then adding a new LOR to the book? Another possibility is to save the LOR as MIF, then root around in the MIF to see if you can tell any difference between a working & non-working link.
