Generating PDF error - only tps file created

I'm using FrameMaker 7.1 on Windows 2000 fully patched.

When I try to generate a pdf of a book (File | Save Book As | .pdf) of a file with certain fonts (eg Arial, Zapfdingbats) in it, I get a tps file and not a pdf file. I've also noticed that it says in FM, in the book window, that it cannot open the file with the rogue fonts in it.

Can anyone help with this?
