Well, it really depends on what/where you're checking-in to. If you're using an XML database (http://exist.sourceforge.net/, <http://xml.apache.org/xindice/>, <http://www.xhive.com/)> it should be set up to validate upon checkin. If you're using a non-XML database, you'd have to set up some type of script that validated against your DTD upon checkin. Or you could just store the files in a conventional file system (using Windows Explorer), and run a script (Perl, VB, ??) on a regular schedule that validates all the files in specified folders.

I've personally used a product from Idiom Inc. (http://www.idiominc.com) that uses xHive as the XML database, and has a web-based front end to Frame authoring, which works quite well. I've also seen the offering from XyEnterprise (http://xyenterprise.com/) which has a very nice system. Both of these are pretty pricey.

I don't believe that Epic has a full integration with FrameMaker (just import/export) .. but I haven't seen it in a while. If you don't need FrameMaker, there are a number of database-authoring environments out there .. just start by focusing on what you requirements are, then start weeding out from there.
