The sgml looks like this:

<colspec colnum="1" colwidth="19*"><colspec colnum="2" colwidth="10*"><colspec colnum="3" colwidth="11*"><colspec colnum="4" colwidth="21*"><colspec colnum="5" colwidth="27*"><colspec colnum="6" colwidth="17*"><colspec colnum="7" colwidth="12*"><colspec colnum="8" colwidth="25*"><colspec colnum="9" colwidth="16*"><colspec colnum="10" colwidth="21*"><colspec colnum="11" colwidth="18*"><colspec colnum="12" colwidth="22*"><colspec colnum="13" colwidth="9*">

The page wide attribute is mentioned in the SGML.

The read write rules also had:

attribute "pgwide" is fm property page wide;

and

fm property page wide value is "1";

But you mentioned: "Again, dont' use both at the same time. The rw-rule above tells frame to read the page wide property value from the SMGL file."

I have tried using both separately in the read write rule but neither of them make the table the text frame width which would mean the 13 columns would equal 504 pts.
