Is this an error only in the TOC, that is, the chapters in the book
are numbered correctly in the files themselves?

If the chapters are numbered correctly outside the TOC, you have a
problem with the definitions in the TOC file.
First, check that the paragraph that contains the chapter number 7
in the corresponding file is using the same paragraph tag as in the
other chapters (for instance, not using an override with another
autonumbering).

Next, check that the "...TOC" paragraph tags in the TOC file are
not using autonumbering. Instead, they should be set up on the
TOC Reference Page to use <$chapnum> (or possibly <$paranum>).
Make sure the tags use the same numbering building block on the
TOC Reference Page, corresponding to the chapter numbering
method you use in the files.

There might be other settings wrong, but the above should be
the most probable.
