The feature definitely does "work" better than what you're seeing. I've not seen that error before, and it does sound strange especially since it's saying the problem is at line 0 char 0.

Have you made any modifications to the structure applications?

When you run the command, the first dialog is prompting you to select the map file (the one that's probably open), then it prompts for the new book's filename. At which point does this failure happen? After selecting the map? Is there anything special about your files? Can you try a very basic map with two very basic dita files?

Is it possible that the map is not an XML file? Try opening the map in Notepad, and make sure that it hasn't inadvertently been saved as a binary FM file (this can happen if you crash and restore).
