What you're doing looks reasonable .. it's hard to say what's going wrong, but here are some tings to try ..

- I'd use backslashes rather than frontslashes .. either *should* work, but in the past FM didn't like frontslashes.

- You should probably add a rules.txt file that at a minimum contains the following:

fm version is "8.0";

#include "isoall.rw"

writer external dtd is public "-//MRandall//DTD MRandall Preface//EN" "Preface.dtd";
-x---------------------------------x-

- You should also add a mapping from a public ID to the DTD.

The resulting structure app definition would look like this ..

Application name: Preface
DTD: $STRUCTDIR\XML\Preface\Preface.dtd
Template: $STRUCTDIR\XML\Preface\Preface_Template.fm
Read/write rules: $STRUCTDIR\XML\Preface\rules.txt
Entity locations
  Public ID: -//MRandall//DTD MRandall Preface//EN
    Filename: $STRUCTDIR\XML\Preface\Preface.dtd

After updating the structapps.fm file, be sure to either restart FM or run the StructureTools > Read Application Definitions command.

Just out of curiosity .. can you round trip other XML files? Like, can you use the default DITA app to create save and reopen those files?
