I good localization vendor uses translation memory while translating a document. As translations are made, they are stored in the translation memory. When the phrases reappear in the document, the software does the translation automatically but allows the translator to accept or reject the translation. I good vendor charges for only the actually translations, not the repeats. This translation memory is saved. The vendor usually keeps a copy of X number of months, but the client should request a copy too.

Then when updates are made to the document, the client sends the entire document to the vendor, along with the translation memory. The vendor then needs to translate only the new parts, the software translates the previously translated content.

The client should check with the localization vendor about this and clarify what exactly is needed when updates are made. From my knowledge, it is not necessary to extract the changes, the vendor should be able to figure them out given the translation memory.
