Error installing WebWorks Publisher Pro 2003

I have a new PC, with Frame 7.1 installed. When installing WWP 2003, I get an error that the application was "unable to find a suitableversion of FrameMaker, please install version 5.5 or higher". (I was successfully running Frame 7.1 with WWP 2003 on my old PC.)

I have done the obvious - uninstall, reinstall, click your heels together 3 times, etc. It looks like there might be a problem uninstalling WW Standard 7.0.

Can anybody share any insight?
