I finally managed to install the updates, by logging out, logging in as administrator, re-installing the updates in order by executing the update files directly (double-click on them in Windows Explorer), and then logging out and logging back in as myself. FrameMaker installation and maintenance seems to work best (only if?) you do it as the administrator user (which is possibly a bug in itself). If you're running the update from within FrameMaker itself, you are unlikely to be logged in as administrator. The Frame support desk told me to uninstall and reinstall the whole package and updates. In the end I didn't have to do this. I don't know if it would have worked anyway for my system unless performed as administrator, which they and all documentation didn't mention.
