The sidehead can be inside/outside, or, you could place the text inside of a text frame that's inside of an anchored frame that is set inside/outside. But the actual text itself can't be inside/outside. Considering the purpose of the text, it may be more readable just leaving it either left of fully justified -- setting it right-justified might be hard to read.
