The drive is not mapped, or mapped to a different drive letter at other locations world wide. The full path name, sans drive letter, is needed to locate the file. The \\Mcofnp01\Eng_drawings\ is the equivalent of the drive letter. This method works fine in a HTML hyperlink. Thanks for the suggestion, but since the mapping is different world wide, the use a hard fast drive letter is not possible.
