The only dynamic tools that I know of are PatternStream and
FrameScript from FiniteMatters - see http://www.patternstream.com and
http://www.framescript.com

PatternStream is the heavy duty database tool and FrameScript has ODBC
linkages to databases, but you have to do your own coding.

Another question is do you want to drive the system from the FM end or
from the database end? Some of the other tools take tagged output from
the database and feed FM from external processes to generate final
PDFs or whatever you need as output - they only use FM as the page
layout engine.

You also might want to check out Miramo from Datazone at
http://www.miramo.com and DLFormatter from Datalogics at
http://www.datalogics.com
