Try this. It works for me. 

In the header, I placed the title of the report and the author's name. An example follows. 

To try it out, try it on one of the supplied templates - File > New Document ... Select Report. Then, select ReportPlain.fm. 

* Prepare some content 
* The template  opens a simple report. At the cursor, type a title for the report, eg. "High Berries". 
* Notice the paragraph tag is "ReportTitle". 
* Press [Enter]. Notice the paragraph tag is now "ReportAuthor". 
* Type a name, eg. "Tarzan". 

* Redefine a Running H/F 
* To edit the header, View > Master Pages. 
* Click in the header. 
* Format > Header & Footer > Insert Other.... Select Running H/F 1. 
* Click [Edit definition...]. 
* The definition box shows
 

<$paratext[ReportTitle]>
 

which is "High Berries". 
* I want the author's name as well. Click at the end of the line, after [Title]>. 
* Type [space]-[space], then in the Building Blocks box below, find
 

<$paratext[paratag]>
 

and double-click on it, to add it to the definition. 
* Should look like below.
 

<$paratext[ReportTitle]> - <$paratext[paratag]>
 

* Edit the second Building Block. Change "paratag" to "ReportAuthor". Click [Edit]. 

* View 
* Click [Update]. Click [OK]. 
* View > Body Pages.
