Sometimes the text gets scrambled like that if subset TT fonts and different language encodings are used when generating PDFs. A easy quick-check to see if a file is usable for text extraction is to use the Find function to see if it highlights any of the words you see on the page. If it doesn't find them, then the file will be trouble.
