Pull down menu items not displayed on 1st click

On a few menus, such as the anchor frame or cross-references, when I click on a pull down menu box to select an option, nothing happens, but if I keep click (sometimes up to 3 times) then the options finally appear.  On some screens when they appear, the scroll bar is missing, but if I select another option and then come back and select it again, the scroll bar is now available.   

I am using FrameMaker 6 on XP
