Cross-ref in FM will not hyperlink in PDF

There is a cross-reference in a FM 6.0 file that will not hyperlink correctly in PDF. The mousehand does turn into a pointing hand when pointing to the cross-ref/hyperlink but when the mouse is clicked, the PDF does not go to that page. 

In FM, the hyperlink works just fine for the cross-ref when I press Ctrl+Alt and click. 

I've tested other kinds of paragraph tags and other paragraphs using the same paragraph tag as the problem cross-ref. They hyperlink just fine in PDF. 

I'm at a loss why this particular cross-ref won't hyperlink. Any help very much appreciated.
