Observation: I've seen it happen that the body page layout for a ToC has a wider text frame than the reference page. As a result, you can't see the tabs doing their work in the reference page because they fall outside the right margin. Fingers crossed, but as long as the tab settings are OK on the body page the ToC should format as required after you've added the tabs in the reference page. You can take a closer look at the reference page - literally! - by increasing the zoom and turning on text symbols. I think I've seen "coloured markers" go by on several generations of wishlist ;-}
