I'm running FM 7.0 on Windows XP.

Is there a way that I can shade a table cell orange?

Create a new color if you don't have orange (View>Color Definitions,
etc.), then: 
Select the table cell
Table>Custom Ruling & Shading
Select Custom Cell Shading, Unselect Custom Cell Ruling, select a Fill
%, select a Color, and click Apply.
