Easier than dragging in a new Component and deleting the old one? I don't remember offhand a way to select a component and "switch it out" for another, if that's what you're looking for. I believe the "occur" attribute sets a unique number for every instance of the Component on the pages that use it (could be remembering that wrong though). The width and height are what GoLive uses to try to render the Component in layout view (not used by the browser since the browsers will ignore the csobj tag completely). What determines the width and height? GoLive taking its best guess based on the content, I guess.
