Kim,

It is operating entirely correctly. When you have a link, you can never 
get to see the selected state because the new page loads.

To be honest, setting an rollover onMouseUp is utterley pointless, since 
  onClick event will have taken place and the new page will be loading 
before the onMouseUp event even occurs.
