Creating web sites as just a page containing images has many drawbacks.

Firstly, since there is no text content, the search engines will never 
index any page.

Secondly, it will take far longer to download than will a site with few 
images but plenty of HTML content, and many potential visitors won't 
stick around long enough to even see the home page, let alone explore 
the site.
