Bob has a good suggestion, but that will only work if all printouts are made from InDesign. InCopy doesn't have an "include slug area" in its printing options.

The designers could create a new layer called Slug and put an editable text frame on that layer in the margins of your document. As long as the layer is visible and the text isn't on the pasteboard, that slug text frame will print out from both ID and IC. To suppress the printing you'd make the layer invisible in the Layers palette before going to the Print dialog box.

Or you could adapt the convention of including a Note in the beginning of each story and use that as your slug. Notes never print out in the layout (so ID users could never make a printout that included Notes text). But if you only need to see them in printouts made from InCopy, you can include notes when printing from Story/Galley view. Or export the layout to PDF and include Notes as Annotations (Comments).
