Hello-

I am a government contractor editing and publishing technical reports. We are required to use Microsoft XP Word 2003 to create all reports, which come from sources such as government agencies, industry, and academia. As you can imagine, I am having unending formatting problems with the MS XP Word files. The automatic numbering and use of styles is so unpredictable that it can take many iterations before the report can actually be considered publishable. We are looking for an alternative way to format or layout our reports before putting them into Acrobat PDF. I have looked at Adobe's products and found FrameMaker and InCopy/InDesign. We do not publish the reports in hard copy (the files are not sent to a printer), just PDF and uploaded to a website. Therefore, I believe these programs would be considered overkill for our needs as well as having a considerable learning curve. Could we use InCopy as is without going to InDesign for final layout?

Desperately seeking a solid, dependable page layout program.
