I agree, the current behavior is a little unpredictable. Is your description a standard in various applications? Which ones? I did an experiment in MS Word and it did the scroll up/down, plus the Ctrl zoom in/out, but the Alt key didn't do anything. Other apps usually just scroll up and down. Photoshop zooms in and out.
