Consonant missing when text converted to PDF

We have a Lao language book layout done in PageMaker 6.5 using Saysettha font. The text is perfect when opened in PageMaker 6.5, but when we try to convert the document to a PDF file, one consonant disappears completely from wherever it is supposed to appear in the PDF document (the consonant that disappears is produced by a keystroke o on a qwerty keyboard).

When we try opening the PageMaker file with InDesign we receive similar errors.

Any tips to help us produce a clean legible conversion to PDF would be greatly appreciated!
