Check out PUB2ID from Markzware.com for converting Publisher documents to Indesign. For the record, InDeisgn has conditional text and cross-referencing--it does not have all of Frame's long-document features, but it does have 90% of them. Plus, it handles tables created in Excel and graphics much better. However, you should certainly check the TCS.
