FilterRecord is a structure for the Filter plugin.
In "Photoshop Api Guide.pdf", from SDK/documentation , page 101 :
"The pluginParamBlock parameter passed to your plug�in module�s entry
point contains a pointer to a FilterRecord structure with the following fields. This structure is declared in PIFilter.h."
