To create the photoshop droplet, you would create a new action, then go to the action's menu and choose insert menu item, then go to file--automate--scripts, and choose your JS script then stop recording the action. Once this is done, go to file--automate--create droplet and choose the action you just made and choose where you want it to save. Once this is done you can drag files onto the photoshop droplet, but any specific things that you want to happen to each file will have to be scripted in your JS file such as your grouped layers, layer sets, etc. You will have to set up if then statements such as if this is a layer set then do this. When you drop multiple files on the droplet it will open the first file, runs the action that runs your JS, then moves on to the next file. So if you want the files to close you will need to specify that in your JS as well.
