The easiest way to automate Photoshop without scripting is using C# and Visual Studio .NET. You just add references to interop.Photoshop and interop.PhotoshopTypeLibrary, then put "using Photoshop;"
"using PhotoshopTypeLibrary;" at the top of your file. You can see all the classes and interfaces in the Object Browser, and it's fairly straight forward to put together a method that does what ever steps you need it to.

The code I wrote works with the US version of Photoshop 7, so it's likely it will work with CE. Ugh, I just realized it's getting the COM interface from the scripting plug-in so this probably won't work.

I threw together a quick example that just opens an image you specify and desaturates it:

You'll have to change the references in the solution to point at the COM interface for your version of Photoshop. The libraries show up under the "COM" tab of the add reference dialog.
